In the first half of this year, the national per capita consumption expenditure on education, culture and entertainment was 1,033 yuan, an increase of 10.9% over the same period last year, accounting for 10.0% of per capita consumption expenditure; it is estimated that the domestic tourist trips were 3.08 billion and the income was 2.78 trillion yuan, an increase of 8.8% and 13.5% respectively;there were 72.69 million inbound tourists, and international tourism revenue was 64.9 billion U.S. dollars, both increased by 5%.
Consumption is of great significance to release the potential of domestic demand, promote economic transformation, and protect and improve people's livelihood. Among them,developing holiday and night economy includes promoting the implementation of a paid vacation system, optimizing holiday tourism and transportation services, vigorously developing the night cultural tourism economy, and building a number of national night cultural tourism consumption clusters.At present, various localities are actively exploring the development of cultural and tourism consumption "night economy".For example,Beijing has introduced a series of measures to further prosper the night economy, promote economic growth, carry out "light up the Beijing night" to promote consumption activities, and create a "cultural IP" for night consumption.Beijing organizes and launches night-time theme activities such as late-night canteen food festival, light festival, "show Beijing" tourism performance; plans and organizes a number of cultural and leisure activities of " Beijing Night" with distinctive themes, such as opera, cross talk, opera, music, etc.;promotes the extension of the opening hours of scenic spots above 4A in central urban areas according to actual conditions; encourage qualified museums and art galleries to extend their opening hours;launched "the most beautiful Beijing dining table", "the hottest late night canteen" and other tourist food "check-in" places.Corresponding policies and measures are also being introduced in other parts of the country.
The "Opinions" proposed to promote the development of industrial integration;taking the construction of a national cultural industry and tourism industry integration development demonstration zone as a starting point, promote the integration of culture, tourism and modern technology;develop a new generation of immersive experience-based culture and tourism consumption content based on 5G, ultra-high-definition, augmented reality, virtual reality, artificial intelligence and other technologies;guide cultural enterprises and tourism enterprises to innovate business models and marketing methods.
The "Opinions" also put forward a series of policy guarantee measures, such as funding, land, water, electricity and gas, and financial support. The first is to introduce consumer benefits to the people, including continuing to promote the reduction of ticket prices for state-owned scenic spots;encouraging localities to formulate and implement policies such as ticket reduction or exemption for scenic spots, free opening of scenic spots during off-season, and discounts on performance tickets;organizing cultural and tourism consumption seasons and consumption months,and coordinate all aspects of resources,launch various forms of cultural and tourism-benefiting activities to meet the cultural and tourism needs of different consumer groups.In June last year, the National Development and Reform Commission has promoted 981 state-owned scenic spots to introduce free opening or price reduction measures (74 free openings and 907 price reductions) before the National Day.We will work with relevant departments to continue to push for larger and more intensive price reductions in state-owned scenic spots.Nanjing, Hangzhou, Qingdao, Chengdu and other cities have adopted cultural and tourism consumption benefits such as discounts on performance tickets and bonus points.
The second is to improve the convenience of consumption, including encouraging cultural consumption to be embedded in various consumption places, relying on community life comprehensive service centers, urban and rural convenience consumption service centers, etc. to create cultural consumption outlets around the masses; improve the broadband mobile network coverage of cultural and tourism consumption places ,in places where conditions are met and user needs are strong, the fifth-generation mobile (5G) network will be deployed first.By 2022, cultural and tourism consumption places across the country will achieve Internet ticket sales and 4G/5G network coverage, with a coverage rate of over 90%.
The third is to improve the inbound tourism environment, including raising the level of a unified platform for inbound tourism,coordinating China's overseas publicity and promotion,encouraging the development and promotion of a number of tourist routes, destinations, tourism performances and specialty products that meet the needs of foreign tourists;improving the convenience of inbound tourists' payment, and improving the mobile payment solutions for inbound tourists;studying and promulgating policies and measures to take advantage of the Beijing 2022 Winter Olympics and Winter Paralympics to promote inbound tourism.
The fourth is to promote consumption pilot demonstrations, including identifying a batch of new pilot cities of national culture and tourism consumption,selecting the best to determine national cultural and tourism consumption demonstration cities,promoting pilot cities and demonstration cities to build an international consumption center city.Through the above measures to improve and promote the development of consumption.By 2022, 30 demonstration cities and 100 pilot cities will be built and a pilot demonstration system for cultural and tourism consumption is formed

Sixth is to promote the quality and expansion of scenic spots. Now the supply of scenic spots appears to be insufficient, especially during holidays and golden weeks. Tourists experience in many places are not strong, mainly due to overcrowding, so we must promote the quality and expansion of scenic spots. Including the promotion of the upgrading of facilities and equipment in scenic spots, product innovation and project upgrades; we will also identify a number of key scenic spots nationwide in the near future as the focus of promoting quality and capacity expansion. It is also necessary to create a batch of high-quality tourist attractions, key routes and characteristic tourist destinations, optimize tourist routes and methods, and expand tourist space; strengthen the construction of smart scenic spots, which conforms to the requirements of the times and the needs of consumers.
